車臣問題

車臣問題的背後是什麼？普亭的反恐行動真相為何？龍應台文化基金會10 月27日以「你所不知道的車臣」為題，邀請土耳其 Hacettepe大學歷史系教授艾克林主講，政治大學俄羅斯研究所教授王定士主持，探討車臣與俄羅斯之間錯綜複雜的關係。艾克林鼓勵台灣的年輕人，面對複雜的車臣問題、東突問題、土耳其問題甚或中亞問題，應廣泛參閱媒體報導及學術研究，以綜合多元面向的觀察，才能避免單一觀點的偏差。

艾克林出身中國新疆的維吾爾族，精通漢語，面對台灣觀眾，他就車臣的人文地理、車臣問題的歷史背景、車俄民族衝突及其戰略意義娓娓道來。車臣 (Chechnya)位於北高加索山區，面積僅 1.5萬平方公里，人口不超過 100萬人。俄羅斯自 1772年起征服車臣，但俄羅斯是基督教世界的一員，車臣則屬伊斯蘭遜尼教派，雙方因為宗教上的差異，埋下衝突的種子。

俄國共產革命成功之後，車臣留在俄羅斯聯邦，種下車臣往後數十年悲慘遭遇的根。 1938年共黨肅反高潮中，大批車臣菁英被逮捕、處決；二戰期間更有近 40萬車臣人被強遷至中亞與西伯利亞。戰後車臣人回歸故土，卻發現家園早已被他族移民佔據。舊恨添新仇，車臣人開始訴諸軍事抗爭與恐怖行動以追求獨立；國際上的反恐浪潮更給俄羅斯可乘之機，以「反恐」為名進行鎮壓。

現場觀眾對於蘇聯解體後，俄羅斯同意南高加索三小國獨立，卻始終強烈禁止車臣獨立提出疑問，艾克林分析，車臣太小、實力不夠是一個原因；在戰略地位上，車臣站在俄羅斯通往中東、甚至印度洋的道路上，則又讓俄羅斯無論如何不能失去這塊領土；豐富的油礦更是俄羅斯重要的能源供應站；此外剛經歷分裂的俄羅斯，必需防止車臣獨立帶來的骨牌效應，以避免國家的二次解體。

談及及伊斯蘭信仰與車臣抗俄運動的關聯，艾克林說車臣民兵受激進的伊斯蘭基本教義派援助，進而採取激烈的自殺攻擊，造成更多的平民傷亡，反使車臣人對俄羅斯政府鎮壓的反對聲浪降低。

很多與會的年輕人從車臣問題反觀同樣處在國際困境中的台灣，有人質問車臣獨立為何遭到這麼大的阻礙？中國是否也扮演某種角色 ﹖艾克林認為，分離主義並非只存在於單一國家，很多國家都有獨立運動在發生，這些國家都會考慮自身的生存與利益，由於思維相近，所以可以看到俄羅斯支持中國打擊新疆獨立運動，中國則支持俄羅斯鎮壓車臣這樣的案例。

現場有人將土耳其境內的庫德族人爭取獨立與車臣問題相提並論，艾克林說，每個獨立運動的歷史背景都不相同，很多人會簡化的將不同案例相互比較，然後要人選擇支持或反對的立場，其實是不妥的。至於「經濟」可否成為解決獨立運動的最佳手段﹖艾克林不願將問題簡化，他表示現在很多獨立運動是發生在非常富裕的國家、族群或區域，因此，艾克林更傾向從歷史的、戰略的脈絡了解獨立運動的發展。

艾克林說，人類史上類似這種族群爭取獨立、卻受到國家以維護主權為由進行打擊的情形，不斷重複出現。悲哀的是，在國家或組織利益之下，個人價值往往遭到忽略與犧牲，如同車臣戰爭中喪生的俄羅斯士兵與為數更多的車臣無辜平民。主持人王定士教授也強調，對於存在於不同國家的獨立運動，應該要「寬容的理解各族群『求生存』的強烈意念」；但他也提出『求生存』的手段是否可以損及其他人生存的基本權利，更值得深思討論，他認為「當車臣開始採取激進的游擊攻擊時，也就是失去西方或國際同情和支持的開始」。

國立臺灣歷史博物館大步向前走

國人期待已久，詮釋臺灣人歷史經驗的國家級博物館「國立臺灣歷史博物館」，已經成立，並於昨(20)日由陳水扁總統掛牌。

在昨日的掛牌典禮中，前文建會主委、文化總會秘書長陳郁秀等10位民間重量級人士也聯合發起成立「博物館之友會」，號召國人以民間的力量關懷、支持這個對台灣人非常重要的博物館，使這個博物館與社會資源的結合更為緊密。此外，臺灣歷史博物館也於會中展出該館整理出版台灣史料的成果111冊「台灣史料集成」，展現了該館堅實的研究能量。

揭牌的同時，博物館也對外呈現這幾年間所進行的台灣史料整理成果『台灣史料集成』。吳密察館長原來是台灣大學歷史系的台灣史教授，深知台灣史研究必須建立在堅實的史料基礎之上，因此在其任職文建會副主委之初便規劃將台灣歷史資料進行全面性的整理出版計畫，並陸續出版『台灣史料集成』叢刊，目前該叢刊已經出版111冊，『台灣史料集成』叢刊被認為是有史以來以國家的力量所進行的最有計畫、也最浩大而基礎的台灣史研究奠基工作。

10月20日掛牌典禮後，該館也將啟用圖書室，並對外開放提供使用。吳密察館長表示，作為一個國立的博物館，國立台灣歷史博物館的圖書室將收集海內外台灣歷史的相關史料、文獻，並據以從事研究展現堅實的研究能量。目前該博物館的圖書室已經收集台灣歷史研究的重要圖書資料20000冊，文物40000件，是南部地區台灣史研究資料最齊全的資料中心，啟用後歡迎研究人士前來使用。

「台灣國家正常化」行動綱領

〔一〕前言

台灣是一個國家，主權屬於全體台灣人民。但是從第二次世界大戰到現在，沿用中華民國的國號、憲法以及相關體制，使台灣不僅在國際關係上，在國內政治、經濟、社會與文化各方面都呈現不正常的發展。這種內外困境必須克服，台灣才能在二十一世紀的國際舞台上，展現主權國家應有之尊嚴與地位，發展卓越的競爭力與總體國力。民進黨自建黨以來，為因應時代變遷、確立該黨行動綱領，曾陸續發表過「台獨黨綱」與「台灣前途決議文」；然而民進黨自公元二○○○年執政至今，國家不正常現象始終存在，不僅有礙民主深化，也讓國家面臨發展困境。作為一個負責任的政黨，有義務帶領國家邁向正確的歷史方向。因此我們認為，民進黨在此時此刻，有必要為國家永續發展與人民福祉，重新制定該黨之行動綱領，以順應歷史大潮流與回應台灣人民民意之所趨，使國家與社會正常化，讓台灣成為名符其實的主權獨立國家。在此我們提出下列主張：

〔二〕主張

一、我國國號應透過人民集體意志以公民投票正名為「台灣」。

二、制定「台灣新憲法」，確立台灣為新而獨立的國家，並在新憲法之下，調整所有的國家體制，以因應實際國家治理之所需。

三、以「台灣」國家名義與世界各國建交，並加入聯合國和各種國際組織，以維護台灣之永續生存發展。

四、台灣作為一個獨立國家，必須擁有自保的國防力量以保衛國家安全。

五、對於過去國民黨威權統治下所扭曲的司法與檢調體制，政府應全面革新。

六、教育台灣化應積極落實於中小學教育課程，加強台灣國家認同與土地認同，去除中華民國體制殘餘的相關文教制度，建立以台灣為主體的台灣文化。

七、社會福利制度之設計，務必保障所有國民不分族群、職業、性別、貧富均享有平等的權利，過去威權體制下不正常之特權優惠措施，應予廢除。

八、經濟發展必須以國家安全、社會公義與生態永續發展為前提，確保大多數人民得以安居樂業。

〔三〕說明

一、中華民國在國際法上之主權地位已於一九七一年為中華人民共和國所繼承，台灣使用中華民國國號，必然無法以主權國家地位與中華人民共和國切斷關係。民進黨藉由參與中華民國體制，推進台灣民主改革的階段性任務已經完成。當今，必須徹底揚棄中華民國體制的束縛，更改國號為「台灣」，國家之正常化始得完成。

二、台灣是一個獨立國家，應由台灣人民基於自主意志，訂定一部符合台灣人民需要與台灣主權獨立現狀的「台灣新憲法」，以落實主權在民與憲政民主。

三、我國現有的邦交國都是以中華民國名義建交的，在正名制憲完成前，我國對外正式名稱一律改為「台灣」，並以台灣名義參與國際主權國家與非主權國家組織，例如聯合國與世界衛生組織等。

四、台灣作為獨立國家，自應擁有保衛國家的國防力量，尤其在中國明示併吞台灣而且不斷以武力恫嚇的情況下，台灣必須能夠自我防衛並制敵於外海，避免中國誤判，導致台海發生戰爭，危及西太平洋地區之和平安全。

五、「司法是正義最後防線」，但是台灣的司法與檢調品質低落，人民權益保障堪虞。過去威權時代司法充當統治者的工具，二○○○年政黨輪替後又介入藍綠政治鬥爭，讓司法公信力蕩然無存。民進黨執政當局務必大力革新，將威權時代殘存至今不適任之檢察官與法官予以免職，落實司法轉型正義，並興革司法制度規章，重建司法威信，以符法治國家之實。

六、國民黨統治台灣五十年所實施的「大中國教育」和「復興中華文化」政策，已經嚴重造成我國國民之國家認同錯亂。因此，台灣的教育、語言與文化政策應全面正常化，加強我國國民對鄉土文化與國家認同之正確認識；並由台灣各族群自主發展其文化特色，交融淬礪成為具有台灣本土精神的多元文化。

七、早年由於特定時空背景，軍公教等階層獲得國民黨政府的特殊待遇，相對也造成其他國民有差別待遇之不公平現象。政黨輪替後之民進黨政府，應廢除過去不當行政措施，積極落實「法律之前人人平等」原則，明確保障全體國民不分族群、性別、黨派與貧富，均享有平等福利和權利。

八、國家經濟發展的目的，不是為了盲目追求經濟成長率或讓少數人累積財富，而是要讓所有人民得到更大的幸福。經貿西進政策已經引起嚴重的結構性失業以及中國「以經促統、以商逼政」危機，政府必須審慎兼顧國家安全、經濟發展與社會公義，讓人民得以在「只要我努力就能有更好的未來」的公平環境下，追求幸福生活。政府也必須建立社會安全網和國民年金制度、縮小貧富差距，更要維護環境生態的永續發展。因為土地是屬於世世代代的台灣人，我們必須善待之，讓後代子孫得以在這塊土地上世代相傳、萬物生生不息。

謝局長指出，本年國際文宣廣告圖案為一頭形似台灣的座頭鯨被關在魚缸的景象，主文則為“A vital life should not be limited, a democratic nation not isolated”（充滿活力的生命不該被限制，自由民主的國家不該被孤立）。充滿活力的鯨魚，原本應與其他魚類一同徜徉在大海中，卻受困在狹小的玻璃金魚缸內，此等不合邏輯、荒謬的圖像正呼應著民主台灣面臨著孤立受限的國際困境，畫面另搭以鮮紅色醒目圖印“End Political Apartheid！”（終結政治隔離！），則力陳國際社會對台灣施加之種種不合理束縛，最後再以“UN Membership for Taiwan”（請支持台灣加入聯合國）文句，呼喚世人應以行動支持台灣加入聯合國，傳達的訊息至為鮮明強烈。

為了配合以台灣名義申請加入聯合國，今年國際文宣除了嚴正鮮明的論述外，在推案作法上亦力求創新，謝局長表示，推案動畫短片除了英語版外，還有日、俄、西、德、法語及華語版本，新聞局將提供各駐外單位在全世界重要電子媒體、網站強力播放。此外，9月起即可看到刊載著新聞局廣告的市區公車穿梭在紐約街頭，路線將行經聯合國總部大廈，並在鄰近地區電話亭刊出廣告，另亦將於國際主流媒體刊登平面廣告，期以動態與靜態之廣告雙管齊下，傳播台灣訴求，產生視覺衝擊力及感染力。

本年國際文宣廣告預定於8月25日在「紐約時報」網路版率先曝光，並將陸續刊登在「時代雜誌」、日本「正論」雜誌及其他重要媒體。此外，新聞局派駐全世界各地之駐外人員亦將盡全力宣達台灣之立場與訴求，爭取全球主流媒體之瞭解與支持。

這是我很喜歡的一本書...What a coincidence, 36 years-old...

South of the Border, West of the Sun (国境の南、太陽の西, Kokkyō no minami, taiyō no nishi?) is a short, melancholic novel written in 1992 by the popular Japanese novelist, Haruki Murakami.

It tells the story of Hajime, starting from his childhood in a small town in Japan. Here he meets a girl, Shimamoto, who is also an only child and suffers from polio, which causes her to drag her leg as she walks. They spend most of their time together talking about their interests in life and listening to records on Shimamoto’s stereo. They join different high schools and grow apart. They are reunited again at the age of 36, Hajime now the father of two children and owner of two successful jazz bars in the trendy part of Tokyo. With Shimamoto never giving any detail as to her own life and appearing only at random intervals, she haunts him as a constant ‘what if’. Despite his current situation, meeting Shimamoto again sets off a chain of events that eventually forces Hajime to choose between his wife and family or attempting to recapture the magic of the past.

The title

‘South of the Border’ refers to the song as sung by Nat King Cole. Because they do not understand English, Hajime and Shimamoto originally see it as a place of mystery, that something magical lies south of the border. ‘West of the Sun’ refers to a condition called hysteria siberiana which is explained by Shimamoto as to what happens to farmers in the Siberian tundra – sometimes they go insane and walk westwards toward the setting sun until they collapse and die. The English title is the literal translation of the Japanese.

每個人可能都會被某種東西制約，制約我老婆的，是下面這個東西：

這是一個很久以前去採訪記者會時帶回來的紀念品──籃球小時鐘。也不知從什麼時候開始，它就被擺在客廳的電視機上，因為家裡牆上沒掛時鐘，所以出門、進門，都靠這東西看時間。

我老婆也很鮮，總喜歡把時間調快5分鐘，說是這麼作會讓她"行有餘裕"。我說，妳明明就知道快5分鐘，怎麼會行有餘裕，只是自己騙自己而已。不過，她從頭到尾沒理我。

最鮮的是，她還不准我把這玩意兒丟掉。她說，沒見到電視機上的這個籃球時鐘，她會panic。我還沒笑完，她就舉出我也被某種東西制約的反證：

沒錯，就是"永和三寶"：衛生紙、面紙和廚房紙巾。她說我沒看到家裡有足夠的衛生紙和面紙，也會panic。我並不承認自己被這三寶制約，只是一向都會在快用完之前趕緊補貨而已啊...

天母shopping 「落」英語有折扣

為了提升小學生的英語聽說能力，國內已有基金會仿照日、韓，在桃園設立英語村，村內也有機場、商店等；但畢竟英語村內的店員、空姐、警察都是「演」的；而天母地區此次結合20餘商家、市立圖書館的「English 101」活動，則全是真人上陣，書店、店員都是真的，也真的可以買書，真實感將更勝一籌。

提升小學生的英語聽說能力？有沒有搞錯啊！真正的問題是，小學生應該先把台語說好，把中文寫作和表達練好，以免未來出現一堆英文說得比台語好的小馬英九。

前幾天下高雄找朋友，恍然發現連高雄的小孩都快不會說台語了，真是可怕的一件事。我問了朋友，他說原因在於"說台語的機會太少"，實在是令人不敢相信。

話說回來，馬英九的英文並沒有外界傳說的如此神化，只要看過BBC Hardline訪問的人就會同意。如果"馬統"的英文是100分，吳釗燮的英文程度恐怕是200分。看來，念Harvard還不如去念Ohio State...

這是6月7日聯合報的國際新聞，2012 London Olympics的logo確實夠醜，難怪會被罵到爆，完全看不出來是設計公司的作品。但籌委會既然公佈了，也不可能再收回去。

二○一二年倫敦奧運籌委會四日公布費時一年多、耗資四十萬英鎊（約台幣兩千六百萬元）設計的奧運會徽，卻引來三萬人上網連署，以「缺乏美感、有傷眼睛」等理由要求更換，連倫敦市長李文斯頓也拒絕為新會徽背書，有人甚至認為會徽活像不雅的做愛姿勢，貽笑大方。

此外，宣傳新會徽的動畫短片，則因為色彩太炫目、畫面閃動頻率過高，至少造成十個「光敏感性癲癇」病例，也有人看了廣告之後感到不適，出現嘔吐、頭痛等症狀，籌委會因此暫停播出。

連國會議員也出來放砲了...

英國下議院保守黨議員戴維斯說，他準備在國會提出動議，要求籌委會把會徽換掉，他還形容新會徽是「一堆垃圾」。

QUESTION: Sean, President Chen Shui-bian of Taiwan has spoken of plans to conduct a referendum on whether or not Taiwan should join the UN under the name of Taiwan.

MR. MCCORMACK: Right.

QUESTION: An official in this building gave some background comments yesterday and I'm wondering whether or not you have anything on the record for us.

MR. MCCORMACK: Sure, I have something for you. We support Taiwan's inclusion, as appropriate, in international organizations that do not require statehood for membership. Consistent with our one China policy, we do not support Taiwan's membership in international organizations that require statehood, including the United Nations.

The United States opposes any initiative that appears designed to change Taiwan's status unilaterally. This would include a referendum on whether to apply to the United Nations under the name Taiwan. While such a referendum would have no practical impact on Taiwan's UN status, it would increase tensions in the Taiwan Strait. Maintenance of peace and stability across the Taiwan Strait is of vital interest to the people of Taiwan and serves U.S. security interests as well. Moreover, such a move would appear to run counter to President Chen's repeated commitments to President Bush and the international community. We urge President Chen to exercise leadership by rejecting such a proposed referendum.

QUESTION: Could I follow up? A quick follow-up.

MR. MCCORMACK: Sure.

QUESTION: Sean, Taiwan is a democracy and 80 percent of the people in Taiwan support Taiwan's membership in the UN. And President Chen is obviously reacting to public demand. What is wrong with that?

MR. MCCORMACK: I can read this to you again -- (laughter) -- if you want me to. But I would refer to you what I -- the answer I just gave you.

QUESTION: Can I -- can I follow up? There are some in Taiwan and elsewhere that say that there are some UN agencies that it would behoove Taiwan to be a part of because it involves cooperation in the international system and you need Taiwan's help, such as with avian flu or SARS or other economic types of things where the fact that Taiwan is not a member kind of hurts international cooperation as a whole.

MR. MCCORMACK: I'm going to refer you to paragraph one of what I read. I'll repeat it. We support Taiwan's inclusion, as appropriate, in international organizations that do not require statehood for membership. Consistent with our one China policy, we do not support Taiwan's membership in international organizations that require statehood, including the United Nations.

QUESTION: Well, I mean, so are you willing to forsake issues of international stability to make a point that Taiwan is not a state? I mean, what about instances where statehood is required for membership but cooperation from Taiwan would be vital?

MR. MCCORMACK: I can read it to you again, if you like.

QUESTION: No, that won't be necessary. Thank you.

QUESTION: Excuse me. Other then WHO, which I think is the example that most people are familiar with, what other organizations are there -- UN agencies?

MR. MCCORMACK: I don't have anything to the answer I've given.

QUESTION: China's Vice Foreign Minister Dai Bingguo would participate -- U.S.-China Senior Dialogue with Deputy Secretary Wednesday and Thursday. Yesterday, the State Department put out announcement, say they were -- they may discuss North Korea and Sudan. I'm just wondering if Taiwan -- the referendum campaign or the general Cross-Strait issues was on the agenda.

MR. MCCORMACK: I can't tell you. I'm sure that the Chinese side will likely bring it up, and we'll let you know if they do.

一週心得：六四和安藤忠雄

這是美聯社記者所拍，六四事件中最有名的一張照片

好像幾百年沒時間坐下來，寫一篇blog entry了。

不知道為什麼，6月4日對我來說還蠻有意義的。1989年6月4日，中國的天安門事件(Wikipedia，中文，英文)，那很可能是在1999年的921地震之前，第一次真正感覺到自己身處在一個歷史事件之中。1996年6月4日，則是當完兩年兵退伍，真正的脫離了20年的學生身份，正式展開工作生涯。

1989年我高三，六四發生時，離大學聯考已經不到一個月。還記得6月3日晚上從台中搭公車回豐原，下車時好像已經8、9點。至於為什麼那麼晚，第一個可能性是留在學校讀書，第二個可能性是留在學校打籃球；後者的可能性大一點。

下車之後，經過一個檳榔攤還是小吃店，當時天安門廣場的中國學運已經發展了一個多月，電視新聞也每天大幅報導。我就那麼不由自主的，和一堆人湊在路邊的電視機前面看起新聞，當時的氣氛已經十分肅殺，似乎隨時有可能軍事鎮壓。結果，當天晚上坦克車和部隊就開進天安門廣場殺人。

到現在，那個站在路邊看電視新聞的印象，依然十分深刻。當時既覺得震撼、同情、激動，心裡卻又有一股聲音覺得「那是另一個國家─中國─的學生在爭取中國的民主，干我們台灣啥事？怎麼搞得像是台灣人在總統府前被槍殺一樣...」。

總之，的確有點錯亂。或許是當時，被國民黨洗過的腦子只清醒了一半。

附帶一提，隔年1990年，台灣就發生了也被稱為野百合學運，主要訴求國會改革、老賊下台的三月學運。當時已經進了建築系，正處在大一下被狂操猛操外加把馬子的階段，腦子裡居然搜尋不到一點有關學運的記憶和感受。

儘管北上念大學時，老爸曾經耳提面命要我千萬不得搞政治、參加遊行，但我居然真的成了一個和三月學運一點關係都沒有的大學生，真是丟臉。

安藤忠雄演講

安藤忠雄，Tadao Ando。他一定是每一個建築系學生都認識的名字，也或許是多數建築系學生的偶像。我記得好友Makoto就很迷Ando san的清水混凝土。In fact, who didn't?

離開建築系、同時成為建築系逃兵11年之後，莫名其妙的在上週六有了去採訪安藤忠雄演講的機會。台北小巨蛋塞進11000人，已經很可怕，更可怕的是報名人數有三萬人。照這樣來看，Ando桑來台灣選立委是穩上的。

說起來，這又是一件丟臉的事。安藤前半段的演講，是透過放映幻燈片，講述他歷年來的作品，同時強調建築尊重環境、和環境結合的理念。結果...結果我還是和大學時一模一樣，只要是放幻燈片的課程，聽到一半鐵定睡著...。

我真的聽到一半又睡著了，真是對不起安藤大師。

安藤最可怕之處在於他並非建築本科系出身，年輕時曾經開過卡車，當過職業拳擊手。他的建築知識和專業，完全是自學得來的。他最人熟知的作品之一，應該就是下面這個「光之教會」：

當天安藤桑的演講，我覺得並無特出之處。我的意思是說，他沒有像之前的新聞宣言中，對台灣建築業不夠重視環境的議題有太多著墨，讓我有一點失望。不過他還蠻幽默的，年紀雖有一把了，還蠻俏皮的。

Anyway，包括來湊熱鬧的謝長廷和郝龍斌(台北豪雨災情都這麼慘了，他還敢來，也真是佩服他...)在內，在場的11000人恐怕也不太在乎安藤說了什麼，能夠親炙當代建築大師魅力，見到安藤桑本尊，可能才是最重要的一件事。

我想，聽眾裡面大概有一堆大學老師、同學、學長學弟吧。很可惜，我離你們好遠了...

不知是不是老了也笨了，今天看這部片子，前半段完全搞不清楚在幹嘛。不過既然談的是時空旅行，就讓人很感興趣。還記得國中時代有一陣子，一直和班上同學討論這個話題，什麼愛因斯坦什麼的。

如果可以回到過去，改變人生中的一件事，不知我會想改變的是什麼？
